Accuracy buffs are for accuracy of attacks, not evade. Evade basically means that if u used an evade debuff on something, it gets hit far more often. That's why people use it for raids, so that the boss won't dodge as many attacks. Evade buffs on the other hand I believe makes it so that the morty that got buffed can avoid attacks more often, but I can't confirm that one yet
