Speed and turns how determined?

past few days ive been getting more and more for mortys getting double turn with out using speed attacks and getting turns after I defeat a for morty... still have totally figured out the speed attacks seem to never work vs foe mortys. can anyone shed some ricky light? on this confusion Thx in advance.
