If it says "has no effect" it means that Morty's Attack EVs are already maxed out. The seed won't actually be used if that happens, so you won't be wasting them.
They are not sold in Multiplayer, but you can start buying them in Campaign at level 20.
You have to count them by yourself, anyway there is a limit of how many seed can put in a morty for multiplayer.
The max EVs are 65536. There's no way to tell until you actually hit the max (it will say the seed "has no effect" when you try to give it to a max-EV Morty). Typically as a rule of thumb if you train the Morty on other Mortys starting at level 5, it will be around level 20-25 when it hits max EVs.

no, it is not possible to buy seeds from salesman rick in multiplayer, only in campaign. however, in multi, you can get seeds randomly from club rick
